PRESS RELEASE Governor Jindal Requests 100% Federal Cost Share for Displacement and Transitional Sheltering Assistance September 18, 2008 The Honorable George W. Bush Through: Mr. William Peterson RE: Request for 100% federal cost share for Displacement Assistance and Transitional Sheltering Assistance Dear Mr. President: On September 5, 2008, and September 17, 2008, respectively, the State of Louisiana requested the Critical Needs Assistance for Displaced Individuals and Households Program (hereinafter “Displacement Assistance”) and the Transitional Sheltering Assistance for Displaced Individuals and Households Program (hereinafter “Transition Sheltering”), to meet the critical needs of individuals and households that are displaced as a result of DR-1786 Louisiana, and DR 1792 Louisiana (Hurricanes Gustav and Ike). Louisiana requested the authorization of Displacement Assistance and Transition Sheltering effective for all individuals displaced as a result of the events identified in DR-1786 Louisiana and DR-1792 Louisiana. The State of Louisiana understands that as authorized, Displacement Assistance is provided to eligible applicants under the Other Needs Assistance (ONA) – “Miscellaneous Other” category within the Individuals and Households Program, and that the Transition Sheltering Assistance is provided to eligible applicants under Section 403 of the Stafford Act. Both are subject to Public Assistance regulations, which have a State cost share of 25 percent, unless otherwise adjusted by agreement with FEMA. Through this correspondence, I am officially requesting 100% federal cost share related to the Displacement Assistance and Transitional Sheltering programs for both DR-1786 Louisiana and DR-1792 Louisiana. Many of the communities affected by Hurricanes Gustav and Ike are still in the recovery process from the damages caused by Hurricanes Katrina and Rita, and waiving the cost-share provision is imperative for a speedy recovery for these communities and for the state.
